Disadvantaged Business Enterprise Program (DBE)

DBE/ACDBE Reevaluations Beginning March 31, 2026


The Alabama Unified Certification Program (ALUCP), in conjunction with the Alabama Department of Transportation (ALDOT), is initiating reevaluations in accordance with 49 CFR Part 26.111& 49 CFR 23. You will find on this site the Reevaluation packet, and the FAQs. These materials are intended to provide clearer guidance on what must be submitted during reevaluation, and what to expect from the review process.

If your firm no longer wishes to participate in the program, please complete and return only the Voluntary Decertification Affidavit included in the packet. This form must be notarized, and the notary seal must be clearly visible on the emailed copy. Please note that upon voluntary decertification, your firm will be removed from the DBE directory and may no longer market itself as a certified DBE.


If your firm intends to continue participation in the program, please submit all required documents by email. Packets will be processed in the order received.
All required documentation must be submitted within 45 days of this notice (3-31-26).
Failure to meet this submission date will result in your firm remaining ineligible for DBE participation credit.

ALDOT DBE Program Overview


The Alabama Department of Transportation (ALDOT) Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) Programs are federally required programs administered in accordance with U.S. Department of Transportation regulations (49 CFR Parts 26 and 23). These programs promote opportunities and fair competition. They remove barriers to participation, and uphold the principles of transparency, integrity, and accountability while supporting the growth and success of disadvantaged business enterprises.

ALDOT certifies eligible firms, establishes participation goals, and monitors compliance to ensure DBE/ACDBE firms have a fair opportunity to compete through outreach, technical assistance, and oversight.

Applicants must demonstrate that the firm meets the ownership, management, and control regulatory requirements for social and economic disadvantage.

Firms seeking certification should complete the following:

1. DBE/ACDBE Uniform Certification Application, and
2. Personal Net Worth (PNW) Statement for all socially and economically disadvantaged owners.
3. Applications and supporting documentation must be submitted to the Alabama Unified Certification Program (ALUCP) for review and eligibility determination.
