Construction Stormwater Management

How does ALDOT
manage stormwater effectively on construction sites?

ALDOT emphasizes measures that prevent erosion and sediment issues from happening in the first place.

To prevent and control erosion and sediment, ALDOT employs various best management practices (BMPs) using a set of approved products and a rigorous inspection regimen to assess BMP effectiveness.

The following are important tools for implementing stormwater management practices on ALDOT roadway construction sites:

Construction General Permit
ALDOT Construction Manual Section 2.5: Environmental Construction
ALDOT Standard Specifications for Highway Construction (for Stormwater Management)
ADEM Spill Prevention Control and Countermeasures Plan Example
ALDOT Area Stormwater Coordinator List
ALDOT Construction Best Management Practices Plan (CBMPP) Template

Note that the “Operational Component” of the CBMPP is developed throughout a project’s construction phase. The “Design Component” is developed in the design phase of a project; see the Stormwater Permitting & Design page.

Manufactured products intended for stormwater management that are approved for use on ALDOT construction sites can be found on these lists:

List II-3: Geotextiles (AASHTO NTPEP GTX/REGEO Program)
List II-11: Rolled and Hydraulic Erosion Control Products (AASHTO NTPEP ECP Program)
List II-20: Tackifiers, Mulch Control Netting, & Hydraulic Mulch Products
List II-24: Temporary and Permanent Erosion and Sediment Control Products

Manufacturers or vendors that wish to seek product approval are referred to ALDOT’s product evaluation office.

Parties outside of ALDOT (e.g., consultants) can input and track project data using the ALDOT Stormwater Tracking System (SWTS). Use the links below to access SWTS and for guidance on entering project data:

ALDOT is an ADEM-recognized Qualified Credentialed Inspector (QCI) Program Training Provider. ALDOT provides QCI continuing education training (i.e., annual, 4-hour recertification training after 8-hour initial certification is accomplished) and support for ALDOT inspectors, consultant inspectors working on ALDOT projects, and county and municipal inspectors operating under ALDOT specifications with ALDOT funding. ALDOT publishes a schedule of upcoming QCI recertification training opportunities.

Others seeking QCI certification may contact Erosion Pros Erosion Pros. Home Builders Association of Alabama or Thompson Engineering. The three provide statewide QCI training and are recognized by ADEM and ALDOT.

Additional information regarding ADEM requirements associated with the QCI Program may be found on the ADEM Construction Stormwater Web page.

ALDOT maintains a list of current QCIs and Qualified Credentialed Professionals (QCPs). Authorized users may access additional ALDOT QCI certification information in the Stormwater Tracking System.

Forms used during construction site inspections of stormwater management measures can be retrieved with the links below:
