Design-Build is a delivery method where design occurs concurrently with construction. This differs from traditional project delivery of Design-Bid-Build, in which design activities occur prior to any construction beginning. The primary benefit of the Design-Build method is acceleration of the project delivery schedule by overlapping the design and construction phases. This method benefits the public by reducing construction times, mitigating travel impacts as much as possible, and maximizing the use of resources and the project budget. Other benefits include the pairing of the designer and the contractor to introduce innovative ideas that can reduce - a.) construction costs, b.) impacts to the environment, c.) right of way, d.) utility impacts and e.) construction duration.

In 2016, the Alabama Legislature passed Act No. 2016-257 (amending Section 23-1-40 of the Code of Alabama, 1975), which gave ALDOT the ability to enter into Design-Build agreements for certain large-scale projects. The Department is focused on utilizing Design-Build for effective and accelerated delivery of various transportation projects and programs, designed to have positive impacts on improving mobility for motorists and freight. In addition, ALDOT believes these projects make a positive contribution to growing the economy in rural Alabama.

The Department is currently evaluating the most appropriate use of stipends. The Department will establish criteria for using a stipend and will publish the results within any Requests for Qualifications (RFQ).

The funding source for each project is not tied to the delivery model, and ALDOT may use a variety of funding sources for both Design-Build and Design-Bid-Build projects in the near future.
